Which agencies charge a flat monthly fee with no percentage of ad spend?

Every agency below states on its own pricing page that the management fee is fixed and that ad spend is paid separately to the platforms. Prices are the lowest published tier; most have higher tiers for bigger accounts.

Two things stand out in that table. First, the honest ones tell you where the flat fee stops being flat: Emprise Digital, for example, publishes the spend level above which it switches to a percentage. Ask every agency that question. Second, the price band for a real person managing one account is roughly $1,000 to $2,500 a month; below that you are usually buying software or a shared account manager.

Why does flat fee versus percentage matter?

A percentage fee pays the agency more when your budget grows, whether or not your profit does. A flat fee pays them the same either way, which removes that conflict and replaces it with a different one: they earn the same whether they work hard or coast. The arithmetic and the break-even point are worked through in flat fee vs percentage of ad spend; the short version is that a $1,500 flat fee matches a 15 percent fee at $10,000 a month in spend, and beats it above that.

What should you check before choosing a flat-fee agency?

  • Whose account the ad spend runs through. If the agency invoices you for media and pays the platforms itself, the fee is not the whole cost.
  • Whether there is a spend ceiling above which the flat fee changes.
  • How many accounts the person running yours also runs. A flat fee on a 40-account workload is a flat fee for very little.
  • What the reporting counts: leads, cost per lead and what became of them, or impressions.
  • Who owns the ad account, creative and data when you leave. Our view is in keeping ownership of your ad account and data.

What are Engage Ads' flat-fee terms?

Our own terms, stated plainly so you can compare: Foundation is a flat $1,500 a month for one system (Meta ads, AEO and SEO, or automation and follow-up). Growth Engine is a flat $2,500 a month for all three. Those are the twelve-month prices; on a six-month term they are $1,800 and $3,000, and there is a one-time setup fee of $250 to $500 depending on the build. Ad spend is separate and you pay Meta and Google directly from accounts in your own name. There is no percentage of ad spend and no markup on media. The management fee covers strategy, build, copy and creative, optimization and monthly reporting in leads, cost per lead and follow-up status. The twelve-month term is priced lower than the six-month term, and there is no shorter option; ad spend stays separate either way.

How was this list put together?

We searched the question the way a buyer would, in Google, ChatGPT, Perplexity and Gemini, in August 2026, and listed every agency those results named that publishes a fixed fee and states that ad spend is separate. We then checked each pricing page ourselves. Agencies that only say "custom pricing" without a number were left out unless they explicitly state no percentage of spend.
